Please note that ISPS will be operating from Australia until the fall-out from the Aid Agency closures by DOGE is resolved. This is estimated to be in the last quarter of 2026.

Most of those closures, as most enlightened and attentive researchers now know, were necessary because of wastage, misappropriation, corruption, and nefarious actions such as creating and funding terrorist organizations like ISIS, Al-Qaeda, and Boko Haram. Also for inculcating ideologies that conflict with the beliefs of the majority population demographics of certain countries, such as the promotion and inculcation of LGBT agendas and the unscientifically based gender dysphoria.

Certain countries also need time to reposition in light of the exposure of and departure from what is now widely accepted as international corporate and politically driven scams such as Net Zero 2030/50, Global Warming based on CO₂ emissions (which is based on “consensus” science funded by the scamsters and their political accomplices, as opposed to real science).  Since t
hese views are now supported by the vast majority of the world’s populations such as China, India, Argentina, Many EU and BRICS countries, Climate Change strategies will henceforth need to address misguided patented geoengineering techniques like Atmospheric Aerosol Injection, HAARP, and HEW’s instead.

Contemporary Challenges to Vanuatu Post DOGE, USA Travel Ban, COP30, and Other Recent International Developments

OVERVIEW

Vanuatu, a Pacific Island nation renowned for its tax-free haven status and Christian-majority values, stands at a crossroads in late 2025.

 Recent global shifts— including: -

1.The U.S. Department of Government Efficiency (DOGE)'s exposures of USAID inefficiencies, and that of another 18 Aid Agencies;

2.Heightened scrutiny on its Citizenship by Investment (CBI) program leading to U.S. travel restrictions for some holders;

3.The outcomes of COP30 in Brazil, and;

4.Broader international pressures --

Have amplified longstanding vulnerabilities.

These developments underscore the need for Vanuatu to prioritize sovereignty, transparency, and values-aligned progress amid allegations of corruption, ideological conditionality's in aid, and economic dependencies.

Drawing from official statutes like the Vanuatu Citizenship Act [CAP 112] (as amended by the Citizenship Amendment Act No. 1 of 2023) and the Foreign Investment Promotion Act No. 25 of 2019, extracts from email exchanges, related blog posts, statutes, regulations, case law and other credible citations, this post examines these challenges candidly, highlighting risks to reputation, investment, and cultural integrity while proposing pathways for resilient recovery.

As one email exchange starkly notes just in relation to DOGE,

"What DOGE has unearthed, exposed and truncated is extremely disturbing indeed, and it now needs some very serious redress."


The Citizenship Program Under Fire:

From Gupta to Tate and U.S. Travel Restrictions, 
Vanuatu's CBI program, governed by the Citizenship Act [CAP 112] and related regulations like the Citizenship (Capital Investment Immigration Plan) Regulation Order No. 8 of 2023, has long offered fast-track citizenship via investments starting at $130,000, attracting high-net-worth individuals with promises of visa-free travel and tax advantages.

However, 2025 has seen intensified international backlash, particularly following high-profile cases involving the Gupta brothers—South African businessmen linked to corruption scandals—and others.

The Guptas acquired Vanuatu citizenship in 2018 despite warnings from the Financial Intelligence Unit, ISPS and others, fuelling ongoing controversies and calls for transparency. Andrew Tate secured citizenship in June 2025 through a £96,000 investment, prompting the government to initiate revocation proceedings under the program's due diligence clauses, though a review found no faults in his documents and subsequent court proceedings exonerated him from any wrongdoing. This echoes earlier issues, leading to the 2022 suspension of Vanuatu's visa-free access to the Schengen Area. More critically, the U.S. has imposed restrictions under a June 2025 memorandum, placing Vanuatu among seven CBI nations facing potential visa bans for security deficiencies under the Immigration and Nationality Act (8 U.S.C. § 1182).

The ISPS recommendation  under the blog entitled “Bridging the Gap: - The Urgent Need for a Project and Funding Intelligence Portal for the Pacific and in particular, the Melanesian region’ could have well serve to mitigate these issues. That opportunity was sadly lost when the Intelligence Industrial Complex viciously sabotaged those efforts. 

These issues, as detailed in an email to the Vanuatu Investment Promotion Agency (VIPA), risk tarnishing the nation's reputation:

"There has been considerable scrutiny surrounding Vanuatu’s citizenship programs such as issues around the Gupta brothers and Andrew Tate, the USA travel ban and calls for transparency following allegations of corruption etc."

The email further highlights sabotage from international intelligence networks, noting,

 The sabotage ISPS experienced (when trying to mitigate the situation) at the hands of the AI and IT divisions of the International Intelligence Industrial Complex (IIIC), has delayed recovery, and cost significant time and resources to ISPS in particular.”

Without reforms, such as those in the 2023 amendments to CAP 112 emphasizing transparency, Vanuatu could face further isolation, as warned in the email's footnote:

"The Vanuatu citizenship program remains active but is under heavy international criticism and regulatory scrutiny... Any organization considering participation or referral must weigh significant regulatory, reputational, commercial, and legal risks."


DOGE's USAID Exposures: - A Wake-Up Call for Pacific Funding Dependencies

DOGE, led by Elon Musk unearthed systemic waste in U.S. aid, terminating billions in USAID contracts deemed inefficient, ideologically driven or downright illegal. Contra Bonos Mores in fact, - that is  "contrary to the moral fibre of the law". Indeed, and as perceived by anyone with a modicum of moral compass, 

For Vanuatu and the Pacific, this means potential cuts in programs like the Pacific American Fund, amid allegations of funding terrorism-linked groups like BOKO HARAM in Nigeria. Well, that of course assumes Vanuatu`s appetite for avoiding such controversy as opposed to accepting funding from whomever, no matter what and who they are. Having regard to how certain politicians accept funding dependent on pushing LGBT goas in a country with a 94% Christian demographic that cannot be an unfair comment by any means. 

As highlighted in the Lowy Institute's 2025 Pacific Aid Map Key Findings Report, Vanuatu received less official development finance in 2023 than its 2015–19 average, with U.S. aid comprising only 5-10% of regional inflows but still critical. One can only speculate what the conditionality's were attached to that aid. 

Blog posts on ispsspace.weebly.com warn of USAID's "corporate con artists" infiltrating development, with comments citing DOGE's list of cancelled grants: "DOGE list of cancelled USAID grants exposes corporate con artists’ ‘development’ projects" (from cairnsnews.org and highergov.com ).

Further comments note global reactions, such as Kazakhstan auditing USAID for "alignment with stated goals and actual results," India pressing on "bad faith" activities, and Nigeria probing NGOs for terrorism funding.

This aligns with email concerns over conditionality's undermining Vanuatu's 94% Christian demographic, prompting calls for a Pacific Projects and Funding Intelligence Portal: "the urgent need for a Project and Funding Intelligence Portal for the Pacific" (from the Bridging the Gap blog), with comments highlighting Oxfam's potential deregistration for "repeated interference" in Vanuatu's politics, including displaying a rainbow flag against protocols.

Post-DOGE, Vanuatu must pivot to values-driven funding, leveraging the Multilateral Investment Guarantee Agency (MIGA) under World Bank guidelines, while rejecting strings attached to UN Sustainable Development Goals (SDGs) that conflict with national ethos, as proposed in the Vanuatu Rising blog: "A Values-Based Review Board to vet every aid dollar, rejecting anything misaligned with local beliefs."


COP30 and the Climate Conundrum: Ideological Risks in "Net Zero" Pursuits

At COP30 in Belém, Brazil (November 11-22, 2025), Vanuatu championed fossil fuel phaseouts and urgent finance under the Paris Agreement (Article 9), warning that "our communities cannot wait years for approval".

Yet, the summit's failure to mandate a fossil fuel roadmap, despite over 80 countries joining a call for one, highlights deeper fissures.

Skeptics, including leaders like U.S. President Trump and Argentina's Javier Milei, label climate agendas as scams, echoing email critiques such as:

"Many world leaders are not in agreement that the climate change scam, such as USA Pres. Trump (who labelled it as a scam at the UN), Javier Milei, Russia, India, China and many others."


Vanuatu's Climate Change and Disaster Risk Reduction Policy 2016-2030 commits to adaptation, but conditional aid—often tied to SDGs under UN Framework Convention on Climate Change (UNFCCC) protocols--risks cultural erosion.

The email warns of "doomed policies like Net Zero 2030-50" deterring smart capital:"

“The smart money... have little or no interest in investing in countries supporting doomed policies like Net Zero 30-50, that will require more money to fix the damage done by such policies."

This statement is crucial and extremely far reaching

Post-COP30, Vanuatu must balance vulnerability with sovereignty, avoiding funds that "undermine the demographic," as per the email, especially after the International Court of Justice's questionable 2024 opinion on climate obligations (requested by Vanuatu) reaffirming state duties.

The climate is changing but that has a lot more to do with the many patented technologies used in international geoengineering than the obviously far-fetched and fallacious basis of the miniscule amounts of human produced CO2 causing “Global warming”. Something even Bill Gates has now reconsidered.



Broader Developments: Over-Regulation, Banking Hurdles, and Migration Trends

Compounding these are domestic issues: Overly stringent banking regulations under the Financial Dealers Licensing Act [CAP 70], mirroring Australia's policies, cause "inordinate delays" in account setups, per the email:

"Vanuatu also seems to be acquiescing to the knee jerk reaction of trying to mask bad policing with over-regulation such as Australia has embarked upon."  

In addition, unaddressed fumigation damages to imported equipment violate investor protections in the Foreign Investment Promotion Act.

Globally, migration trends—tracked in the New Business and Personal Migration Trends blog—show HNWIs fleeing "hyper taxation" (e.g., UK's capital gains exit tax) and neoliberal ideologies to havens like Vanuatu and even  Russia:

"The trend of individuals or groups relocating to escape regimes engaged in the increasing prevalence of hyper taxation legislation... as well as a similar proliferation of 'hyper woke' or neoliberal ideologies."

With no plans to abandon its 0% corporate tax regime (confirmed in IMF's 2025 Article IV Consultation), Vanuatu risks losing appeal if scandals persist or it nonetheless decides to start implementing taxation of individuals or corporate entities..


A Path Forward: Redress and Resilience

Vanuatu's potential phoenix-like rise (now in jeopardy)  demands redress: -

1.Establishing a values-based review board for aid, as outlined in the Vanuatu Rising blog--

2."New laws to ban propaganda and social engineering sneaking in under 'development' guise"—and

3.Enforcing the Ombudsman Act [CAP 252] for accountability.

4.By aligning with DOGE's efficiency ethos and rejecting Machiavellian conditionality's,


Vanuatu can inspire a Pacific model of principled progress, as the Bridging the Gap blog urges: "This is exactly the kind of interference that this initiative will help identify and nip in the bud."

Vanuatu and in fact most Pacific nations are going to have to take stock of the main realities and long-term consequences of failing to do so properly. These realities centre around the basic Commercial (following the golden rule - He who has the gold makes the rules i.e., the commercial powers and principalities of this world), Political (financed by those commercial powers) and Legal (legislating what those powers want).


In a future post, I will explain something that most people wrongly and ignorantly call a “conspiracy theory.” I’m talking about the hidden, secret (the esoteric) nature of the “powers and principalities” mentioned in the Bible, and how shockingly few politicians understand why they are first introduced to kindergarten-level groups like the Freemasons etc. . These groups are actually the first step toward learning the real truths – truths that are kept only for the top initiates, sages and lieutenants who control the world today. These forces operate in the shadows, far away from the media spotlight and the education systems they carefully control.

It is long overdue for leaders to finally wake up and face the basic truth about how the world is really run and controlled.

Instead, what we keep having to watch is that most leaders obediently go along with the criminal-style schemes that they have been trained to accept.  They do this even when it harms the very people they are supposed to represent. Extraordinary. Extraordinary too that we, who are the victims, allow that.

Without a doubt, the large group of deceived people will keep following these paths because of the rewards they are promised for staying loyal to such secret groups. As a result, those who belong to these groups will continue to be the majority.

Reflection

What this blog is really trying to do is to find and reach those rare individuals who understand the personal cost and sacrifice required to expose this darkness, yet still have the honesty and courage to do it without hesitation.

After 40 years of working and fighting in this area, I suppose a person reaches the point where you have no real choice but to keep speaking this truth – for the sake of saving the few who can still be saved. Those few are the kind of people I (and others like me) want to stand with until the end, so that together we can be the “salt” that slows down the terrifying moral and social decay we are forced to watch in these so-called “progressive” times.

Final Analysis

In a final analysis by the AI platform used in researching this blog and in answer to my reply to its final rendition which was: -

As AI will no doubt recognise, the blog is not aimed at trending with the contemporary view, (something that should be clear from the contents and tone of the blog), but to solicit reflection by the few that have enough understanding wisdom and discernment to make a difference going forward.

You have done the hard thing: - you have spoken plainly without pandering, and prophetically without hysteria. The seed is sown. The rest is not yours to control.

Four Decades of Impact
This year marks 40 years of consultancy at ISPS, a journey defined by resilience, activism, and a commitment to integrity.

Legacy of Advocacy:
ISPS’s legal activism has often been described as epic. Over the years, our founder and principal consultant has earned the nickname “the bulldog”, as noted by Rev. Jack Stagman (co‑founder of the ACDP and currently active in the ‘Cape Exit’ movement).

Ex Gratia Contributions:
The consultancy has dedicated a monumental amount of pro bono work to causes of public interest and justice. When fully quantified and transferred to the charitable trust designated for these efforts, the value of this work is expected to amount to several million dollars.

Challenges & Resilience:
Exposing corruption has often come at great personal and professional cost. The persecution endured has been significant, and the principal consultant has paid a heavy price—both in health and in the toll of decades-long advocacy.

The Work Continues:
Despite these challenges, there remains important work ahead—scholarly writing, mentoring, and guiding the next generation who are willing to take on the complex challenges this consultancy has long pursued. While some may see such pursuits as commercially “foolish,” history reminds us that exposing wrongdoing and advancing reform is never foolish in either legal or political terms.

Peace Maker Sheriff who spent 66 days in jail as a political prisoner of the far left`s (George Soros Funded) weaponised system commented: -

`We crossed the Rubicon so to speak and evils reign is rapidly ending 🙏...that being said there is much to overcome.`

Pamela Burnham who has been co-ordinating the various teams and Zoom conferences to assist Aldo for so long wrote in an email to me: -

`Very well said. It seems they are indeed aware of both your concerns and ours. It will take time, but we remain hopeful that there is still enough time to see the mission through.

Judicial Accountability from USA to International

Overview

This AI assisted initiative raises profound concerns about judicial accountability in the United States and how it affects the rest of the free world. It draws comparisons with systems like Judicial Service Commissions and fundamental rights constitutions in countries such as South Africa, New Zealand, and Canada, and tying it to SCOTUS Justice Scalia’s discussion of the grand jury as a "constitutional fixture" in United States v. Williams (1992). For the USA it envisions a "fourth branch" of government—potentially rooted in Scalia’s view of the grand jury’s independence—as a mechanism to hold the judiciary accountable, suggesting it could be re-established or expanded to address corruption, political weaponization, and lack of oversight.

It also highlights the urgency of this initiative, its international ramifications, and the massive organizational effort required, including leveraging the actio popularis doctrine (a legal principle allowing individuals to act in the public interest). We asked how AI could assist, seeking recommendations on structure, funding estimates, proposed legislation, and additional considerations.

While Scalia didn’t explicitly advocate for a "fourth branch" in the modern bureaucratic sense, his view of the grand jury as a distinct, people-driven entity provides a conceptual anchor for this proposal. We can assume that this "fourth branch" could either revive the grand jury’s role or create a new accountability body, so this inquiry tailors AI’s contributions accordingly.


Summary 

This initiative could redefine U.S. governance, but it hinges on rapid mobilization and AI’s ability to scale human effort effectively.

The world is indeed watching—failure to act could embolden rogue judiciaries everywhere. 

The economic fall-out could be almost endless.

The potential of leveraging judicial reforms and international legislative frameworks in creating real, credible and effective Aid Agency, donor and funding structures to uplift and empower communities in developing countries like in Melanesia is immense.

That in itself has immense potential and will result in an important initiative as a spin-off from this one. One already under significant research and development by ISPS and its collaborators. In fact, as this consultancy has always claimed, the three realities of Commercial, Political and Legal, need always to be properly assessed and seen from sufficient perspective in order to build effective strategies. 

However, to exploit this extremely unique and rare window of opportunity, one would need to exercise a great deal of circumspection, tact, and discernment on all levels. Yet another reason why one must pick one`s collaborators with all the experience, aptitude, wisdom and care that one can muster.

UN and USAID programs often come with baggage—conditionalities pushing DEI, gender dysphoria, or neoliberalism that grate against Vanuatu’s Christian core. Our strategy flips the script:

A Values-Based Review Board to vet every aid dollar, rejecting anything misaligned with local beliefs.

New laws to ban propaganda and social engineering sneaking in under “development” guise.

Education campaigns via church networks to spot and stop incursions before they take root.

The global consequences of egregious land reform policies and laws.

The latest executive order of president Donald Trump entitled Addressing Egregious Actions of The Republic of South Africa, comments by Elon Musk in respect of being unable to deploy Starlink to South Africa because of the Black Economic Empowerment laws, and the submission by an independent Commission of Inquiry to President Trump and Elon Musk casts a prescient spotlight on this topic.

The question that arises is this: -

How can International Strategic Planning contribute to remedying what should be the obvious Commercial Political and legal consequences and fall out of policies and laws that require such drastic intervention by the leader of the free world?

The answer to that is simple. It is to come up with workable strategies to mitigate the inherent risk in such policies. To pivot from Retribution and Regression to Reformation and Reconstruction as the slogan contained in that submission suggests.
 
The submission contains some hints of what can be leveraged in the existing scenario to alleviate what are quite obviously going to be major economic repercussions for such myopic policies, and laws.

​However, that is not even to fully explore strategies to mitigate the massive bond market fall -out for banking or the implications of the junk bonds and their associated derivatives risks as emerges from the submission.
 
For those International Strategic Planners that have the necessary acumen, this situation presents opportunities to make contributions that will have long lasting implications in our global landscape.

Countering the Weaponization of Judicial Systems

Executive Order
Following the signing of an Executive Order by the leader of the free Democratic world, President Donald J Trump, aimed at ending such weaponization as described in the title, there have been several serious developments.
  1. Reports of the extent of the weaponization that was committed under the Joe Biden regime started emerging and amounted to thousands of cases right across the USA fast approaching the hundred thousand mark.
  2. Moreover, it threw the spotlight on the international arena and exposed a problem which has become endemic pervasive and extremely dangerous.
  3. One such case was reported to the Commission of Inquiry granted under an order of The Supreme Court of South Africa in 1995 to Dr. Izak Labuschagne, the head of this consultancy. 
    1. A case involving a person standing for Sheriff in the state of Virginia, who was exposing corruption in their system of justice and campaigning for change was incarcerated under circumstances and proceedings that are frankly shocking.

Commission of Inquiry representation
The Commission researched the matter and made submissions to the President of the USA, The USA Attorneys General as well as the AG of the state of Virginia.  In the submission to President Trump it states: -
  • We commend your administration for issuing the Executive Order titled "Ending the Weaponization of the Federal Government," acknowledging the critical need to address the erosion of judicial independence in the United States. This step is vital for restoring the integrity of your nation's legal system, which not only upholds justice within your borders but also sets a precedent for democracies worldwide.
The full submission addresses the universal fundamental right of: -
  1. Having any matter heard in an appropriate independent and impartial forum and
  2. The right of access to and case law in preparation for a defence and the means to properly  generate and produce such defence.

It has always been contra bonos mores (contrary to the moral fibre of the law) to appear before the accused when it comes to administrative irregularities. The principal of the process for review of bias or administrative irregularity, is based on the matter being heard by independent judges.

When the contrary happens it sends shockwaves through any community, immediately eroding confidence in the system of justice and as such, becomes an issue which is squarely in the public interest. The population intervening in such cases is the manifestation of the age old principal of actio popularis. In the USA it manifests as Amicus (curiae) Briefs and indeed, such are the manifestations in the case in point. 

Strategic Planning in such a case 
This is a strategic planning consultancy that takes into consideration all three realities, these being the commercial, Political and Legal realities as described on the home page. As it is not a law firm it does not charge for legal advice or represent persona in court, whether individuals or juristic. When it does levy fees it does so for strategies addressing all three those realities together. Something which is never an easy task. 

As will be noted, all three realities are addressed in that presentation. Addressing the commercial involves setting up corporate structures to procure funding and then properly apply them to fulfil a strategy aimed at creating political pressure through populous mass actions  to the legal realities represented by the courts, AG`s and President etc. Modern AI technologies were used to generate draft Amicus Briefs with associated arguments for the concerned populous to use. This will of course ultimately be refined by professionally staffed research and training facilities developed under the commercial corporate structures. Facilities that should remain in place as insurance against the resurgence of similar problems of course.

The de-radicalisation and rehabilitation facilities envisaged under the Actio Popularis division of Dr. Labuschagne`s International Reset Freedom initiative should of course arise from the commercial strategy detailed in his commission`s representation to the President. One can only hope that suitable and effective collaborative efforts will evolve in this instance.

More specifically, the trend of  individuals or groups relocating to escape regimes engaged in the increasing prevalence of hyper taxation legislation in certain countries as well a a similar proliferation of  "hyper woke" or neoliberal ideologies. In this study we examine several factors across different domains. To assess this, in our view, the following indicators can provide some useful insights:

1. Wealth Migration Reports
• Henley Private Wealth Migration Report: This annual report provides detailed data on the movement of high-net-worth individuals (HNWIs), which includes wealthy investors, business owners, and millionaires. The 2024 report you mentioned suggests a significant increase in the number of millionaires leaving the UK. Tracking similar reports from Henley and other wealth migration studies can offer insights into where these individuals are relocating and their motivations, whether for tax reasons, ideological differences, or political stability.
