On the 10th of May OXFAM entered the spotlight because of what the Minister of Internal Affairs Andrew Napuat referred to as “repeated interference” in domestic political affairs. Napuat also criticised Oxfam for publicly displaying a rainbow flag alongside the Vanuatu national flag, saying the move was “provocative and against national protocols” which prohibit the use of national symbols in sensitive matters without government approval. He emphasised that international NGOs are permitted to operate in Vanuatu to support national development—not to promote political agendas or ideologies in conflict with the values and cultural norms of the country." This is exactly the kind of interference that this initiative will help identify and nip in the bud before it raises its ugly head or festers out of control because it was not reigned in timeously.

USAID`s creation and funding of terrorist organisations like BOKO Haram in Nigeria is a prime example of what can happen when Aid Agencies are left to propagate their ideologies without there being firm boundaries of discipline and accountability in place.

Ironically the signs of the USAID infractions were there for all to see all along. Those that warned were written off as conspiracy theorists wearing tin hats or fearmongers. Perhaps one needs to rethink such attitudes and develop workable platforms that benefit from independent intelligence sources that have the capacity to mitigate and neutralise risks before they become reality.
